MPF Confidence Reaches a 15-Year High: With Full Portability Approaching, Is Your Organisation Ready?

For many employers, MPF has traditionally been regarded as a statutory obligation, involving the selection of a scheme, contribution processing, and ongoing administrative management.

However, recent findings show that employees are becoming increasingly engaged with their MPF and retirement planning.

The 2026 GUM MPF Confidence Index rose to 5.1 out of 10, the highest level recorded since the survey began 15 years ago. While overall confidence remains moderate, the underlying shift in employee behaviour is something employers and HR leaders should take note of.

To learn more about the survey findings, please refer to the GUM press release: "GUM MPF Confidence Index Reaches a 15-Year High".

At the same time, the first phase of MPF Full Portability is set to be implemented on 21 December 2026, giving eligible employees greater autonomy over their MPF accrued benefits.

As employees become increasingly engaged in managing their retirement assets and gain more flexibility in making MPF decisions, employers may need to look beyond administrative compliance and ask:

Do our current MPF arrangements and retirement support programmes still meet employees' evolving expectations?

What Does the Score of 5.1 Tell Us?

The rise in MPF confidence is unlikely to be driven by a single factor. GUM observed several developments in both the market and member behaviour that may have contributed to the increase.

1. MPF Accounts Are Becoming More Visible and Accessible

The eMPF Platform has made it easier for members to access and manage their MPF accounts.

According to the survey, 60% of respondents believe the eMPF Platform has increased their engagement with their MPF accounts.

When retirement savings become easier to monitor and manage, employees naturally pay more attention to account balances, investment performance, and fund choices.

2. Positive Investment Performance Has Supported Confidence

Recent years have seen generally positive MPF investment returns, helping to improve overall confidence.

However, performance is not the only factor. As employees become more engaged in retirement planning, greater attention may also be placed on fund performance, investment options, and fee levels.

3. MPF Assets Have Become More Meaningful

As average MPF balances continue to grow, employees have a stronger incentive to understand where their retirement savings are invested, how they are performing, and whether better alternatives exist.

For many employees, MPF is gradually evolving from a monthly deduction into a significant long-term retirement asset.

4. Retirement Planning Awareness Is Increasing

More survey respondents now believe they will require a higher level of retirement savings to support their desired lifestyle after retirement.

This show that employees are becoming more focused on their retirement concerns and reassessing the role MPF plays in their overall retirement strategy.

Employees Are More Engaged. Is Employer Support Keeping Pace?

This may be the most important takeaway for employers.

Employee interest in retirement planning continues to grow, yet a significant gap remains between what employees expect and the level of retirement support currently provided by employers.

Employees increasingly expect access to retirement planning support, educational resources, and relevant information. However, the level of support they currently receive may not fully meet these expectations.

This does not mean employers are expected to make retirement decisions on behalf of employees. Rather, expectations are gradually expanding beyond basic MPF contributions to include:

  • Providing a competitive MPF scheme
  • Regularly reviewing fund performance and investment options
  • Delivering clear and easy-to-understand MPF information
  • Supporting employees with retirement planning education
  • Helping employees better understand the value of their retirement benefits

Employees are no longer simply asking whether their employer provides an MPF scheme. They increasingly want to know whether the arrangement and support provided genuinely meet their changing needs.

Full Portability: From Greater Awareness to Greater Choice

The government has announced that the first phase of MPF Full Portability will take effect on 21 December 2026.

The first phase will apply to employees who join a new employment on or after 1 May 2025. Subject to the relevant requirements, eligible employees will be able to transfer accrued benefits derived from employer mandatory contributions made during their current employment from the employer's contribution account to a personal account under a scheme of their own choice.

New contributions will continue to be made into the employer's designated MPF scheme, and employers' existing contribution arrangements will remain unchanged.

Survey findings also indicate:

  • 57% of respondents support Full Portability
  • 39% said they intend to transfer their MPF assets to their preferred scheme once Full Portability is implemented

These findings suggest that heightened awareness of MPF may increasingly translate into actual decisions and actions.

What Does This Mean for Employers?

While the first phase of Full Portability may have limited immediate administrative implications for employers, its impact on employee experience and perceptions of retirement benefits should not be overlooked.

1. MPF Arrangements May Face Greater Comparison

As eligible employees gain more flexibility, employer-selected MPF schemes may increasingly be compared with alternative offerings in the market.

Employees may pay closer attention to:

  • Long-term investment performance
  • Breadth of fund choices
  • Fee competitiveness
  • Service quality and digital experience
  • Whether employers regularly review their MPF arrangements

Employers may not need to change their MPF provider immediately, but understanding how their current arrangement compares with the broader market is becoming increasingly important.

2. Employee Communication Will Become More Important

As employees become more engaged, questions regarding Full Portability are likely to increase.

Examples include:

  • Am I eligible?
  • Which accrued benefits can be transferred?
  • Should I consider making a transfer?

HR teams will need to provide clear and accurate information regarding the new arrangements while ensuring that general education is not mistaken for personalised investment advice.

The role of employers is not to make investment decisions for employees, but to help them understand the rules and available options.

3. MPF Is Evolving from an Administrative Requirement to Employee Value

As engagement rises, retirement goals become more defined, and employees gain greater flexibility, MPF is gradually becoming a more important component of the overall employee benefits experience.

For employers, the opportunity lies not in providing more administration, but in helping employees better understand and appreciate the value of the retirement benefits already being provided.

In other words, MPF can gradually evolve from a corporate expense into a meaningful element of employee value.

Three Actions Employers Can Take Today

1. Understand

Review the implementation timeline, eligible employee groups, and transfer arrangements under the first phase of Full Portability.

2. Review

Assess your existing MPF arrangement from multiple perspectives, including:

  • Long-term performance
  • Fund choices
  • Fees
  • Service quality
  • Employee needs

The objective is not necessarily to switch providers, but to ensure your current arrangement remains competitive and defensible.

3. Communicate

Use employee briefings, FAQs, HR communications, and retirement planning education initiatives to help employees understand the upcoming changes.

As Employees Become More Informed, Employers May Need to Rethink MPF

The significance of the 2026 MPF Confidence Index extending beyond its record-high score of 5.1.

It reflects a broader trend: employees are becoming more aware of their MPF accounts, accumulating larger retirement balances, setting clearer retirement goals, and preparing to exercise greater choice.

As a result, employers should not only ask:

"What administrative changes do we need to make?"

They should also consider:

"As employees become more informed and empowered, does our MPF arrangement still meet their expectations?"
