As the MPF (Mandatory Provident Fund) system undergoes continuous reform, including the implementation of eMPF, the introduction of full portability, and potential adjustments to contribution thresholds, employers are facing new challenges and opportunities in managing employee retirement benefits.

In a recent GUM webinar, we examined these evolving developments and identified several key trends that employers should be aware of.

🔍 Key Trend 1: eMPF and the Shift in Employer Responsibilities (Including SP / LSP Handling)

With the full rollout of the eMPF platform, MPF administration is moving from a largely administrative function to a more transparent, digital, and strategic process. At the same time, a critical issue has emerged for employers: the handling of Long Service Payment (LSP) and Severance Payment (SP) offset arrangements.

👉 Key changes include:

Employees can withdraw MPF benefits upon reaching age 65

Once withdrawn, the employer’s ability to offset LSP/SP may be affected

Employers need to plan ahead for timing and administrative arrangements

📌 At the same time, the market is undergoing a structural shift:

Increasing availability of new funds and investment options

Rising employee awareness of MPF performance, fees, and allocation

A clear transition from passive participation to more active engagement

📌 Implication for employers:
eMPF not only enhances transparency, but also expands the employer’s role into risk management, investment design, and employee communication, requiring a more proactive approach to MPF management.

🔄 Key Trend 2: Full Portability Is Advancing — But Employers Remain the Gatekeepers

With the gradual introduction of MPF full portability, employees will gain greater flexibility to transfer their contributions between schemes, increasing overall system liquidity.

However, this does not diminish the employer’s role.

👉 Key points include:

Full portability will be implemented in phases, with Phase 1 expected in 2026

The first phase will primarily apply to employees who joined on or after 1 May 2025

Employee transfer rights remain subject to certain limits (e.g., frequency)

Employers continue to control scheme selection and design

📌 Implication for employers:
As the system evolves, employers must clearly understand employee eligibility and establish a sustainable MPF framework to navigate future developments.

📈 Key Trend 3: Contribution Changes Could Significantly Impact Long-Term Retirement Outcomes

With proposed adjustments to minimum and maximum relevant income levels, MPF contribution amounts may increase, affecting both employers and employees.

👉 Key developments include:

Potential increase in employer contribution costs

Accelerated accumulation of employee retirement assets

Greater importance of investment performance in determining outcomes

📌 Key insight:
Under long-term investment assumptions, and with appropriate strategy and allocation,
👉 employees could potentially achieve over HKD 1.3 million in additional retirement assets

📌 Implication for employers:
The focus should not only be on increased contributions, but on how to optimize portfolio strategy and scheme selection to convert regulatory changes into long-term value.

💡 GUM Perspective

From a practical employer standpoint, the key to navigating MPF reform is not about increasing cost alone, but about enhancing effectiveness through:

A structured and transparent scheme evaluation framework

Greater flexibility via diversified investment options

Stronger employee communication and engagement

As both policy and market conditions evolve, employers must adopt a more strategic approach to managing retirement benefits.

✅ Conclusion

MPF reform is driving a fundamental shift in the system, including:

The transformation of employer roles under eMPF

Increased mobility through full portability

Enhanced long-term asset growth from contribution changes

In this new environment, employers are no longer purely administrators, but strategic decision-makers balancing risk management, investment strategy, and employee engagement.

📩 What Employers Can Do Next

To respond effectively, employers may consider focusing on the following areas:

1️⃣ Review SP / LSP Offset Arrangements under eMPF

Understand the impact of employee withdrawal timing

Establish internal processes and risk controls

Plan proactively for employees approaching retirement

2️⃣ Establish an MPF Evaluation Framework

Consider reviewing your scheme based on:

Fee structure and cost efficiency

Diversity of fund options

Long-term performance and consistency

Governance and service quality

Alignment with employee risk profiles

👉 MPF Scheme Analysis

3️⃣ Enhance Employee Engagement and Return Potential

Provide regular market updates and education

Help employees understand investment choices

Encourage a shift from passive holding to strategic allocation

👉 With the right approach, employees can better capture long-term opportunities, including the potential additional HKD 1.3M retirement growth discussed above.
